With an army reduced to 100,000 men by the Treaty of Versailles, a favourable climate was created for soldiers like Heinz Guderian to find ways of substituting technology for manpower. Versailles also forbade the Germans any tanks, and development had to be carried out in secret in Sweden and Russia as well as Germany itself.
